UUM ONLINE: The Royal Malaysian Police (PDRM) and the Research Team from Universiti Utara Malaysia (UUM) School of Business Management (SBM) are working together to assist the Human Resource Policy Division, in developing the PDRM Leadership and Management Competency Assessment System.
Prof. Dr. Haim Hilman Abdullah, the Deputy Vice-Chancellor (Research and Innovation) who is performing the duties of the Vice-Chancellor said, the idea of PDRM-UUM cooperation arose from the SBM research team's visit to PDRM, Bukit Aman on 30 September 2020, which was then reciprocated by a visit from the PDRM delegation led by YDH CP Dato' Ramli Haji Din, Managing Director, Management Department, Bukit Aman Headquarters, on 7th January 2021.
According to him, the SBM research group led by Assoc. Prof. Dr. Mohd Faizal Mohd Isa along with 11 other researchers were involved in a project to develop instruments and conduct behavioural competency assessments for strategic staffing of grades 54 (YA24), 52 (YA22), and 48 (YA48) (YA20).
“The results of the discussion session and presentation of proposals as well as the implementation of the project held in January 2021 were agreed by the PDRM and followed by the process of evaluating the post of Assistant Commissioner of Police (ACP) to Senior Assistant Commissioner (SAC) was initiated with a series of workshops," he said while speaking at the presentation of letters of appreciation and expert recognition from the representative of the Inspector General of Police - Deputy Commissioner of Police (DCP), Dato' Sanusi Sidek, Deputy Director of Management (Human Resource Policy), Management Department, PDRM at the UUM Senate Meeting Room recently.
Among the contents covered in the workshop were evaluating, refining job descriptions, job specifications for strategic roles, building a Competency Dictionary, and developing Competency Assessment Instruments and Rubrics for the evaluation of PDRM strategic position promotions.
Furthermore, the evaluation covered nine types of competencies, namely establishing connections, cultural intelligence, leading change, authenticity, transparency, strategic vision, aura of greatness, driving direction, and presentation, to assure the validity of the assessment scoring.
Meanwhile, the Deputy Commissioner of Police (DCP), Dato' Sanusi Sidek, termed the collaboration as a Blue Ocean Strategy that would have a substantial impact on PDRM, particularly on human resource management, in his address.
"With this collaboration, many more opportunities can be mobilised between the PDRM and UUM in order to fulfil the established objectives," he added.
Dato' Sanusi Sidek also presented a sheath of Letters of Appreciation from the Inspector General of Police (IGP) to UUM and its 12 researchers during the ceremony.
Also present were the Deputy Director of Management (Services and Staffing), Management Department of Royal Malaysian Police, Deputy Commissioner of Police (DCP), Mdm. Siti Mariam Salikin, UUM Registrar Mr. Ahmad Rasidi Abdullah and Dean of SBM, Prof. Dr. Salniza Md Salleh.

PDRM DAN UUM BEKERJASAMA BANGUNKAN SISTEM PENILAIAN KOMPETENSI TINGKAHLAKU KEPIMPINAN DAN PENGURUSAN
UUM ONLINE: SINTOK – Polis Diraja Malaysia (PDRM) dan Pasukan Penyelidik Pusat Pengajian Pengurusan Perniagaan (SBM) Universiti Utara Malaysia (UUM) bekerjasama dalam membantu Bahagian Dasar Sumber Manusia untuk membangunkan sistem Penilaian Kompetensi Tingkahlaku Kepimpinan dan Pengurusan PDRM.
Timbalan Naib Canselor (Penyelidikan dan Inovasi) yang menjalankan fungsi Naib Canselor, Prof. Dr. Haim Hilman Abdullah berkata, cetusan idea kerjasama PDRM-UUM ini adalah hasil lawatan pasukan penyelidik SBM ke PDRM, Bukit Aman pada 30 September 2020 dan diikuti dengan hasil lawatan delegasi PDRM yang diketuai oleh YDH CP Dato’ Ramli Haji Din, Pengarah Pengurusan, Jabatan Pengurusan, Ibu Pejabat Bukit Aman, pada 7hb Januari 2021.
Katanya, kumpulan penyelidik SBM yang diketuai oleh Prof. Madya Dr. Mohd Faizal Mohd Isa bersama 11 penyelidik lain terlibat dengan projek membangun instrumen dan melaksanakan penilaian kompetensi tingkahlaku bagi gred perjawatan strategik 54 (YA24), 52 (YA22) dan 48 (YA20).
“ Hasil sesi perbincangan dan pembentangan cadangan serta pelaksanaan projek yang diadakan pada Januari 2021 itu telah dipersetujui oleh pihak PDRM dan di susuli dengan proses pelaksanaan penilaian perjawatan Asisten Komisioner Polis (ACP) ke perjawatan Senior Asisten Komisioner (SAC) telah dimulakan dengan beberapa siri bengkel,” katanya ketika berucap di majlis penyerahan surat penghargaan dan pengiktirafan pakar daripada Ketua Polis Negara oleh wakil Ketua Polis Negera iaitu Deputi Komisioner Polis (DCP), Dato’ Sanusi Sidek, Timbalan Pengarah Pengurusan (Dasar Sumber Manusia), Jabatan Pengurusan, PDRM di Bilik Mesyuarat Senat UUM pagi tadi.
Antara pengisian bengkel yang diadakan ialah menyemak, memurnikan deskripsi kerja, spesifikasi kerja jawatan strategik, membangunkan Kamus Kompetensi, membangunkan Instrumen Penilaian Kompetensi dan Rubrik bagi penilaian kenaikan pangkat jawatan strategik PDRM.
Selain daripada itu penilaian juga dibuat berasaskan sembilan jenis kompetensi iaitu membina hubungan, kecerdasan budaya, meneraju perubahan, ketulenan, ketelusan, visi strategik, aura ketokohan, memacu halatuju dan juga pembentangan bagi memastikan kesahan pemarkahan penilaian tersebut.
Dalam pada itu Deputi Komisioner Polis (DCP), Dato’ Sanusi Sidek ketika berucap dimajlis itu menyifatkan jalinan kerjasama ini sebagai satu Strategi Lautan Biru (Blue Ocean Strategy) yang memberi impak besar kepada PDRM khususnya untuk pengurusan sumber manusia.
“Dengan kerjasama ini banyak lagi potensi dapat digembeling antara pihak PDRM-UUM bagi mencapai objektif yang ditetapkan,” ujar beliau lagi.
Di majlis itu Dato’ Sanusi Sidek turut menyerahkan Surat Penghargaan daripada Ketua Polis Negara (KPN) kepada UUM serta 12 penyelidik UUM.
Turut hadir Timbalan Pengarah Pengurusan (Perkhidmatan dan Perjawatan), Jabatan Pengurusan PDRM, Deputi Komisioner Polis (DCP), Puan Siti Mariam Salikin, Pendaftar UUM Ahmad Rasidi Abdullah dan Dekan SBM Prof. Dr. Salniza Md Salleh.
