UUM AND THE KEDAH STATE GOVERNMENT ADDRESS SCHOOL DROPOUT PROBLEM
UUM ONLINE: Alor Setar - The COVID-19 pandemic left such a huge impact on the world of education that the government's efforts to recover from its effects necessitate a cautious and comprehensive approach.
In order to re-establish the sustainability of the world of education, particularly secondary education, the Kedah state government, in collaboration with Universiti Utara Malaysia (UUM), established the Komitmen Kedah Mendidik Pelajar Sukses (KOMPaS) (Kedah Commitment to Educating Successful Students) programme.
This programme is a social response to secondary education institutions that are currently dealing with the issue of student dropouts.
Chairman of the Kedah State Religion, Education, and Human Resources Committee, Dato' Najmi Ahmad stated that the KOMPaS 1.0 Programme is a commitment of the Kedah state government that was created as an effort to improve the early detection strategy of students at risk of dropping out of education.
"In the context of secondary school studies today, I am confident that COVID-19, which has ravaged the country and the world, has had a significant impact on teachers and students.
"The prolonged period of crisis and recovery requires the development of a more comprehensive solution to ensure the long-term viability of educational institutions, particularly at the secondary level.
"This is a challenge that we must face together to ensure that there is no risk of dropout among these students," he said.
In his opening speech in conjunction with the Kedah Commitment Seminar on Educating Successful Students 1.0 (KOMPaS 1.0 Seminar) at Wisma Darul Aman, Najmi stated that the Kedah state government has taken a bold step to address the dropout issue in the state by collaborating strategically with the UUM research team, the Kedah State Department of Education, and Sime Darby.
"The KOMPaS programme is not a touch-and-go programme, but this programme will continue until we can see the results in the next two years for pilot students from six schools, namely Sekolah Menengah Kebangsaan (SMK) Jerai, SMK Tanjong, SMK Ayer Hitam, SMK Tunku Seri Indera Putra, SMK Ayer Hangat and SMK Kelibang," he said.
Meanwhile, Prof. Dr. Rosna Awang Hashim, Senior Professor of Educational Psychology at the UUM School of Education, stated that the study, which is now in its second year, is described as a 'Smart Partnership' programme between the Public University (UA), the state government, and industry.
According to her, the KOMPaS programme also meets the goals of the Malaysian Ministry of Education's Education Development Plan 2013-2025, which outlines strategies for lowering school dropout rates.
"We (UUM) are helping the Kedah state government carry out intervention studies, identifying education problems. The current issue is student dropout, and we need to devise a method for tracking student dropout. Praise be to Allah, at today's seminar, we shared the study's findings with the state government and received input and feedback from stakeholders.
"If this pilot programme is successful, I hope that it (KOMPaS) will be widely implemented in other districts," she said.
According to Prof. Dr. Rosna, the Kedah State Economic Planning Division (BPEN) organised the KOMPaS 1.0 seminar to share information on the findings of a study of students at risk of dropping out.
At the same programme, Dr. Yatela Zainal Abidin, Chief Executive Officer of the Sime Darby Foundation, announced the 'Back to School' donation to 300 KOMPaS school students, which will be presented at the start of the 2023/2024 school year.

UUM DAN KERAJAAN NEGERI KEDAH SERIUS ATASI MASALAH KECICIRAN PENDIDIKAN
UUM ONLINE: Alor Setar - Pandemik Covid-19 meninggalkan kesan yang besar kepada dunia pendidikan sehinggakan usaha kerajaan dalam memulihkan kesannya memerlukan pendekatan yang cermat dan holistik.
Bagi mewujudkan kelestarian semula dunia pendidikan khususnya pendidikan di peringkat menengah, kerajaan negeri Kedah bersama Universiti Utara Malaysia (UUM) telah mewujudkan program Komitmen Kedah Mendidik Pelajar Sukses (KOMPaS).
Program ini merupakan respon sosial yang dilaksanakan terhadap usaha pemulihan institusi pendidikan peringkat menengah yang kini berdepan dengan isu keciciran pelajar.
Pengerusi Jawatankuasa Agama, Pendidikan, Sumber Manusia Negeri, Dato' Najmi Ahmad berkata, bagi menghadapi cabaran pembelajaran masa kini, Program KOMPaS 1.0 merupakan komitmen kerajaan negeri Kedah yang diwujudkan sebagai usaha menambah baik strategi pengesanan awal murid berisiko keciciran pendidikan.
“Dalam menghadapi pengajian persekolahan peringkat menengah pada masa kini, saya yakin, guru dan pelajar amat terkesan dengan Covid-19 yang telah melanda negara dan dunia.
“Tempoh krisis dan pemulihan yang berpanjangan memerlukan kita mencari solusi yang lebih holistik bagi memastikan kelestarian institusi pendidikan terutamanya peringkat menengah tetap terpelihara.
“Inilah cabaran yang harus kita depani bersama bagi memastikan tiada risiko tercicir dalam kalangan pelajar ini,” katanya.
Dalam ucapan perasmiannya sempena Seminar Komitmen Kedah Mendidik Pelajar Sukses 1.0 (Seminar KOMPaS 1.0) di Wisma Darul Aman, Najmi berkata, sebagai langkah kukuh menangani isu keciciran di negeri ini, kerajaan negeri telah bekerjasama secara strategik dengan pasukan penyelidik UUM, Jabatan Pendidikan Negeri Kedah dan Sime Darby.
"Program KOMPaS bukan program 'Touch-n-Go' tetapi program ini akan berterusan hingga kita dapat melihat hasilnya dua tahun akan datang kepada murid rintis dari enam buah sekolah iaitu Sekolah Menengah Kebangsaan (SMK) Jerai, SMK Tanjong, SMK Ayer Hitam, SMK Tunku Seri Indera Putra, SMK Ayer Hangat dan SMK Kelibang, " ujarnya lagi.
Sementara itu, Profesor Kanan Psikologi Pendidikan Pusat Pengajian Pendidikan UUM, Prof. Dr. Rosna Awang Hashim berkata, kajian yang telah memasuki tahun kedua itu disifatkan sebagai program ‘Smart Partnership’ antara Universiti Awam (UA), kerajaan negeri dan industri.
Menurutnya, program KOMPaS turut memenuhi aspirasi Pelan Pembangunan Pendidikan 2013-2025, Kementerian Pendidikan Malaysia yang menggariskan langkah membendung keciciran pendidikan dalam kalangan murid sekolah.
“Kita (UUM) membantu kerajaan negeri Kedah menjalankan kajian intervensi, mengenal pasti permasalahan pendidikan. Isu sekarang adalah keciciran murid dan kita perlu menghasilkan satu cara serta kaedah untuk mengesan keciciran murid. Alhamdulillah, seminar hari ini kita telah berkongsi dapatan kajian kepada kerajaan negeri dan mendapatkan ‘input’ serta maklum balas daripada pemegang taruh.
“Jika program rintis ini berjaya, saya berharap ia (KOMPaS) akan dapat dilaksanakan secara menyeluruh di daerah-daerah lain,” katanya.
Dalam perkembangan yang sama Rosna berkata, seminar KOMPaS 1.0 kali ini dianjurkan oleh Bahagian Perancangan Ekonomi Negeri (BPEN) Kedah yang bertujuan untuk berkongsi maklumat mengenai dapatan kajian murid berisiko cicir.
Pada program sama, Yayasan Sime Darby menerusi Ketua Pegawai Eksekutif, Dr. Yatela Zainal Abidin turut mengumumkan sumbangan ‘Back to School’ kepada 300 pelajar sekolah KOMPaS yang akan disampaikan pada awal tahun persekolahan 2023/2024.
